The Safe Sleep for Babies Act of 2021 is an act of Congress rather than a CPSC rule — approved May 16, 2022 as Public Law 117-126 — and it bans inclined sleepers for infants outright. The requirement that products marketed for infant sleep meet a flat-surface standard comes separately from CPSC's infant sleep products rule at 16 CFR Part 1236. According to the AAP, the only safe sleep surface is a firm, flat surface — never a bouncer, swing, car seat, or any inclined product.

Always use the harness

Even if baby seems secure, always buckle the harness. Babies can slide down and become trapped, which is a suffocation risk.

A bouncer on a raised surface can walk itself off the edge as the baby kicks, and a baby who is not buckled in can slide down or tip out; the harness and the floor are what prevent both.
